04/30/14 Lubbock, TX – California Gang Member Shot And Killed By Trooper Trying To Steal Her Patrol Car

A 20-year-old California man tried to steal a patrol vehicle before he was shot and killed Sunday in south Lubbock by a Texas Department of Public Safety Trooper, according to a statement DPS officials released Wednesday.

Brandon Leonel Monroy of Tulare, California, was being arrested for providing false identification to trooper Corina Jandrew, who stopped him for reckless driving.

Monroy struggled with the trooper and tried to steal her patrol car, according to the statement.

Jandrew shot Monroy, who was taken to University Medical Center, where he was pronounced dead.

Monroy was wanted in California for multiple felonies and is a documented member of the Norteno gang, according to the statement.

His criminal history included felony charges of domestic violence, theft, burglary and drug possession and sales.

Monroy was driving a four-door Cadillac when Jandrew stopped him at about 5 a.m. on the Interstate 27 access road just south of 82nd Street, DPS spokesman Cpl. John Gonzales said.

He said two passengers in the Cadillac were questioned by investigators and released.

Jandrew, a 19-year veteran of the department, has been placed on administrative leave, according to the statement.

The Texas Rangers are investigating the shooting and an autopsy has been completed.
