03/04/14 Duncan, SC- Disturbance Call – Officer Questions Man Stealing Car Battery – Woman Steals Patrol Car – Woman Shot And Killed In Patrol Car

Duncan police say a woman was shot and killed by an officer after she climbed into his patrol car, put it in gear and drove it toward the officer.

Duncan police said they were called about a disturbance behind Value Place motel. Witnesses said a man and woman, later identified as 24-year-old Rebecca Lynn Oliver, were trying to steal a battery from the vehicle.

When the officer arrived at the location, he says he got out of his police car to talk to a man police now identify as John Allen Rockwood, but he ran off.

Police say when the officer turned to run back to his car, Oliver had climbed into the patrol car and started to drive it at him, forcing him to fire his weapon.

A neighbor told News 4’s Mike McCormick that she heard four shots.

Oliver died at the scene. Spartanburg County Coroner Rusty Clevenger said she died from a gunshot wound to the chest.

The officer has been put on paid administrative leave, as is normal procedure.

The State Law Enforcement Division has been called in to investigate the shooting.

Duncan police have charges pending against John Allen Rockwood. They include 2 counts of car breaking, 2 counts of car jacking, and possession of a stolen vehicle.

Rockwood is in the Spartanburg County Detention Center.
